Save the carb adjustments for last. If the rest isn't right, the carb can't do it's job. Easy test of the governor, engine off, set the dash lever to full speed, look at the position of the throttle. It should be in the wide open position. Then start the engine, move the dash lever from idle to sudden full throttle.
