Cox panoramic wifi blinking blue

Blinking white just means it's communicating with the servers on the cox side. It literally effects nothing. I'm having trouble with my devices connecting to wifi. I can stream videos on youtube, but I cannot surf the web on my tablet, and my amzon fire stick won't connect to my wifi at all.
