If you just care about protection, Marine Armor definitely offers the best. Other armors can get pretty close, but not all the way there and are lacking the native rad resist. But, it's pretty damn heavy being twice the weight of combat or leather armor. It also lacks the shadowed mod which can be helpful for stealth characters.
