Axton's considered useless for solo OP 8 - or, more specifically, his turret is. At those levels, because of the way things scale, Axton can no longer sit back and watch the turret murder the world for him. Yes its pretty hard to endgame gaige without anarchy because she has little DPS without it. But its actually pretty well balanced for most set ups. Just don't sham fleet.
