The cast iron rotors could be zinc plated to stop the rusting problem, but the zinc would adversly affect your braking until it wore off. Because zinc is slippery. But once the zinc wore off, your rotors would rust again where the iron is exposed. G.M. chose cast iron because if it's high coefficient of friction.
My Intrepid rotors rust but not nearly as fast as the front replacements that I installed (cheap, of course). The centers (non contact) even rusted on the Advance Auto replacements where as the originals never rusted in the center.
